Can you name a few top proxy providers that provide to most of the proxy sellers, including the seller in BHW? I am referring to the big bulls of this business :) I feel that 98% resell the proxies after buying from others

Yes. most of the time you correct. But with that % no. it's not for other sellers around the world.

But for sure you're almost correct.

Most people are in BHW doesn't have their own proxy farms, they are reselling from a mother companies.
 
Yeah, reselling is pretty common since setting up the actual infrastructure takes a lot of money and technical know-how. I don’t think we’re allowed to drop names here, but you can check out the marketplace: Proxies For Sale. Just look for sellers who are clear about where their proxies come from and how they work.

Yes some of the smaller providers just starting out are reselling. I have seen one provider with a lot of sub companies all with the same products all obviously being run by the same owner

It’s true, a big part of the market is just layered reselling. A lot of “big bulls” aren’t even public-facing, they run infrastructure behind closed deals with OEMs, SIM aggregators, and data center leases.
Some providers on BHW are direct or semi-direct, especially in the mobile proxy space where they manage their own modems or IP pools. You can usually tell by session control, rotation customization, and how transparent they are about ASN/source.
The ones running clean mobile or ISP pools with access to carrier-level routing are usually closer to the source than standard residential resellers.
 
There are tons of resellers out there, and different proxy market studies in 2025 are talking about resellers taking up a bigger chunk of the market.

It's pretty easy to name the top big players: Bright Data, Oxylabs, SOAX, Smartproxy/Decodo, NetNut...
But when it comes to the top best value for money, things get more complicated.

Sometimes it's actually better to buy from small-time operators running their own farms.
There are lots of these smaller guys in mobile proxies because anyone can pretty easily set up a decent mobile proxy farm using phones or modems.

These farmers can't compete with the big companies on volume, but they can give you guaranteed clean proxies that fly at super speeds for really attractive prices.
It's kind of like vegetables -- you can buy them at a huge supermarket, or you can get them from a farmer at the local market. Guess which ones taste better and cost less :)
 
Most large-scale proxy sellers on BHW and elsewhere source from a few major upstream providers. Some of the biggest “big bulls” in the industry include:
  • Bright Data (Luminati)
  • Decodo
  • IPRoyal (datacenter & residential pools)
These providers operate the largest IP pools, and a significant portion of smaller proxy shops simply resell their bandwidth or sub-accounts.
