It's simple
Because moderators are human and this forum have 1,3mln accounts

If you see something like that, instead opening new thread here, use Support button

No, users who are banned can not just create new accounts to keep on doing business.

As @Lukmat said, it's best to either report the accounts (with proof like here) or open a https://support.blackhatworld.com ticket with all the evidence and staff will look into it.

it could just be a popular logo or a company that has more than one person on bhw
