BH keyword and headline/description settings.

Hello, I’m currently studying BH keywords.

I was testing with a regular advertiser account, but in the end, it seems like an MCC account is the right answer, so I’m warming things up with white keywords. What I ultimately want is to get a casino site displayed in ads.
From what I’ve found so far, the method seems to be warming up with white keywords, then copying the campaign and inserting the target keywords. But even if I insert the keyword like “ㅋ ㅏ ㅈ ㅣ 노” with the characters separated, Google’s bot detects it right away during the review process. If I change the headline or description, it immediately goes through review again and restricts ad exposure, so I really can’t figure out what direction to take.
Using cloaking would only make sense after the ad is approved and running, but if I can’t even get the initial approval, then that whole process becomes meaningless.
The target country is Korea, and the BH keyword is “casino site.”
On Google, I’ve seen ads openly running with phrases like “legendary casino site.”
Is it actually possible to get a keyword like that approved from the start? Could anyone give me a hint as to what kind of method they might be using?
I can’t figure out the right direction. Please help, everyone.

Casino keywords are tightly controlled, so instant approval is uncommon. Building trust with clean campaigns first usually gives better long term results than quick experiments..

Cloaking can also be used before the ad being approved.

Googles bots have become incredibly efficient at recognizing character substitution and spacing tricks lately, especially in competitive niches like that. Most people successfully running those ads arent just swapping keywords; they're often using high authority aged accounts and very sophisticated cloaking that serves a completely different clean page to the manual reviewers and the bot, only flipping to the real offer once the ad has been live and stable for a bit. Its definitely more about the account trust and the cloaker than the keyword spelling itself.

Approval is not about how you write the keyword; it depends on licensing and local regulations. Even if you try spacing or masking terms like “ㅋ ㅏ ㅈ ㅣ 노,” Google’s systems can still understand the intent and flag it. Those ads you are seeing, like “legendary casino site,” are typically either running in regions where gambling ads are legally allowed with proper licenses, or they are using short term gray methods (like aged accounts or loopholes) that usually do not last long.

Those ads you see are usually from licensed/approved advertisers.

It’s not about method — it’s about whether you’re allowed to run it.

Google blocks gambling keywords hard in certain countries, and Korea is one of them.
