in Running Blackhat Google Ads. Is it necessary/important to use google accounts made from the targeted location?
For example, My target location is Germany. Should I be using google accounts made from germany too?

No , its not necessary you can use any geo account for running camps related to any geo/keyword.

Suppose you have US account you can setup camp for DE .
