your own cloaker. most cloakers dont work. id always suggest to go with a custom one that you can update on a regular basis.

for google ads, the safest way is to avoid risky cloaking. focus on aligning your landing page with your ad, use geo or device targeting legitimately, and keep content consistent with what users expect. tricky cloaking often gets accounts banned.
