Better targeting for sources?

As far as getting followers that engage not just most numbers ... Would you guys think it would be better on follow liker to use FLC on a user for following and liking , or would it be better to choose a newly posted picture by a big user and like and follow the people who like that specific photo? Also how would you set this in followliker?
