If you have the domain name, just buy some hosting and install wordpress (or any CMS you're familiar with).

You are better of with a good pbn host service, I use priority prospect, which gives you easy cpanel access for your wordpress install.
As far as jimdo, and blogger go, these are web 2.0's, which you would use as another form of links, to help diversify your anchor text.

Don't block Google, cause in the end that's why you're making a PBN, just block the many tools that are currently used.

The more important advice I would give to you is the following: make your PBN look like real website.
So don't block Google bot or other search engine bot, diversify your hosting IP and your registrar. Build legal and contact pages, add good content (3 or 4 blog posts with 500 words each), wrote by human so no spinning!
Don't always hide your whois but if you don't hide use a fake ID. Don't use always the same theme and plugin on your CMS.
