I send a generic non-selling message to them first, let them reply and then get them with my offer, a bit more time but it seems to establish a bit of a relationship.

Hey could you get spintax feature in this? IF account gets under review, they might think that your not spamming and think that your just writing people one at a time cause every message is different (needs very complex spintax but doable).
