Vagex is pretty good I believe you can get up to 2k views a day. I used to use it and after awhile I got real fans.
I still run my Vagex saved up alot of credits I don't youtube anymore so PM me if you want to buy some views.

There are many sites, which offer youtube views at a cheap rate. I have tried SEOclerks and found it useful for buying youtube views at a cheap rate. Give a try if you want.
