You need to wait so that your site may settle down at one position. Is this site new? What kind of linkbuilding you have done so far?

Waiting for your site to settle down would be the worst thing to do,because you obviously had a backlink campaign active,and since you stopped building backlinks,google noticed a decrease in velocity reason for why your site isn't going up anymore,and it's falling.
Also,are you watching the lost backlinks data?

You could also get same effect of site slowly dropping in SERPs from building to many spammy backlinks.

If you brings result in a week or days then it will not consider to be white hat technique.. It seems you built X number of links that might consider as spam link or unnatural link, As the result your website ranking decreases .. I guess this will be the reason for down and down..

You need to build links on a consistent basis, you cannot stop building links once your site is ranking well.
A simplistic method to applying white-hat SEO that works to any website is as follows;
- generate quality, valuable content
- building links from forums, blogs and other industry-relevant websites
- keep generating content!
IMHO; SEO is simple in theory - it's how it's applied that can become difficult as everyone has different views.

i recommend to build tier2 and tier3s and let google crawl them naturally..

It must be a good method when you can rank a website on first page in 7 days. I just think that SEO need time and you need try with other strategy, not spam links. Manybe you should build link daily but drip feed with quality links for a long time. Dont stop after you see the good result, it is very easy to drop.
