Whats the best wordpress migration plugin in 2023 to migrate an old wordpress website with user database and old plugins to a new webhoster?

Manually is the best method in my opinion. Download the files and the database and upload them on the new host.

Duplicator is good - simple and reliable. Been using it for 5-6 years and it never failed
 
Manually exporting is the best option. Tons of plugins are missing important files a lot of the times.
