There are lots of services and if you expect some answers there will be a lot of opinions. Go to BST and look for the services you need, read reviews of people who tried them and you should find something good.

Definition of white hat SEO differs from person to person. You need to digg well which service works for you and which not. Also you can't use some services on your new site. Before taking suggestions invest your time finding one which suits you.

Seo can be done to fresh site if it is proper strategy and method

Best to start seo yourself on a new site. write blogs with anchor text linking to your site. set up social network profiles. and do blog commenting on similar blogs with good info and link to your site. better to start slow. purchase a gig here and fiverr. better safe than sorry with new sites. time wise some say 1 month others up to 5 depends on white hat practices.
