The best "format" for good SEO is to have... good SEO! PHP is a server-side language, it's all HTML for the crawlers regardless. The only tangible differences between static and dynamic is speed, convenience, and page SEO. With Wordpress, a lot of people fall into the hole of just picking a random theme and never look under the hood to see what type of code you're actually getting. This can make for very slow loading time and terrible SEO if the authors don't know what they're doing. People pick themes like Thesis because they have marketed themselves to marketers--but it's actually pretty outdated and clunky at this point.

I don't understand why anyone would have a static site so I can't comment there. It makes no sense from the perspective of usability with all of the options available today. There are a lot of CMSes out there and some work better than others. It doesn't matter what you use, you can even write your own! The bottom line is page speed and onpage optimization.

I like Wordpress because it saves a lot of time and has great plug-ins + it's pretty secure

As for SEO itself, that's just SEO. Learn it and as you build the website, make sure it's on-site optimized. I can't stress that enough.

And if you want Google to like you, well, just provide useful and great content to your users that are keyword rich and you'll be golden :)

In the fact of which one is the most easiest and good looking i would say that the wordpress the best platform. In html you have to work really hard and also will kill some important time.

Technology platform is irrelevant for SEO. SEO is something different, its not a programming language.

I personally use the WordPress with a bunch of custom-made plugins to manage the posting, commenting etc.

No such thing as "best for seo" as long as the crawlers see the same thing. I just finished working on a python project, on the django framework, and the SEO on it wasn't much different than on wordpress. Though I agree that wordpress has tons of plugins available which make it really easy to customize, the other platforms aren't bad either. Wordpress is just famous because everyone uses it and don't bother looking at the other platforms.

I prefer wordpress for its plugins. For SEO its the best i think. but I am not telling that others are bad. there are thousands of sites who have high PR and visitors and build it HTML.So its not a fact. the main thing is to do the right kind of SEO. and some other things like Site loading speed.

I have SEO'd Hard coded, Joomla, Droopl and Wordpress sites, and although the others are relatively easy, except for the hard coded, I still prefer to use Wordpress. It is more intuitive and the layout is much simpler for a regular user. However, if you have the technicalities down, you can pretty much SEO any site you want.
