siteground is my choice, they have a newbie friendly user interface.
It really depends on what you're hosting/what your needs are. For a first site shared hosting is ok. Then if you start getting a lot of traffic later you can move
to some better hosting. If it's WordPress and you are a beginner you should probably find hosting for WordPress. It will have a lot of WordPress features
already setup for you. You can go the VPS route but you will need to do more setup for yourself.

Never ever go with SiteGround, the worst hosting. I've been their customer since 2012 and recently moved to another hosting which I can't name, otherwise my review would be judged in another manner.
SiteGround has become a nightmare from the last few years. They always force you to upgrade after very 3/4 months. They create the issues like exceeding CPU seconds limit blah blah, which is nothing more than an upsell pitches. You can read a ton of genuine reviews regarding these issues online.

Assuming you are asking because you have no Sys Admin knowledge and don't really care to know.
I would go with WPX or Rocket.net
They will solve majority if not all your issues if it's server end.
They will even help out any issues on the site itself too if possible.
It may be more expensive their shared hosting, but you can trust that you ain't paying $5 a month on shared resources that you can't even fully utilize properly before they suspends your account.
