DA can be increased if you build a lot of diversified backlinks but to be honest, it is not worth increasing DA only. It is a MOZ metric and doesn't guarantee you good rankings. It's better to focus on clean backlink building because even though your DA might not be that high, you will still rank decently.

Google redirects are the fastest way to increase the DA but not recommended.

Why it's not recommended ?
Do you mean DA as in the MOZ DA score?
Or are you using DA as an abbreviation for domain authority in the eyes of Google?
These are 2 hugely different things.
