As others pointed out, you will want a bigger budget. Beyond that, you don't want to duplicate your ad groups because they will cannibalize each other and mess up your metrics.

Some folks have good luck with the SKAG method -- single keyword ad groups.

Try more ad variations or creative type variations. Try out new call to action copy and try new ad copy. Once you figure out your best ad creative, try segmenting the target demographic you're targeting. I.E.... try targeting one type of a user vs another until you figure out the best niche audience that converts for your ad. Then scale that ad up with a higher daily budget.
