Best way to optimize article?

I've seen lost of services on here offering different things like backlinking by blog commenting, social book marking.

Assuming I have my article and keywords ready to go, just wondering where best to put my dollars.

Also I've seen requirements like:

url
keyword1
keyword2
keyword3

sometimes

url1: keyword1
url2: keyword2
url3: keyword3

If I have an article that I want to rank really high for a keyword, whats the best way to go about this?

Would it be best to go for higher PR backlinks and setup a url like mydomain/some/article/here, with three keywords for that article?

Are you looking to blast this article to article sites? Or are you looking to build backlinks to the article in order to get it ranked and then get traffic to your main site from the article on the article site?

Before you do anything, make sure your article is optimized with you keywords in it. Shoot for a keyword density of 2% - 3% meaning for every 100 words you have your primary keyword in there 2 - 3 times.
