Best way to monetize files?

I have some mildly demanded files that people would be interested in, what's the best way to monetize this?
These are mostly pdf, doc, excel. What's the best option:
1) Pay per download. (don't know any sites though)
2) CPA locker
3) Ads on the website.

Fake Download Button Ads (CPA) or Mediafire style Adsense

You can do both ads on the site and like @LilMosey said put a fake download button but i will suggest that button go to a cpa locker ( maybe use ogads or others)

Does that mean pop-ups? This is how the ads seems to be like on mediafire.

Pay per downloaf sucks, most of them at least
Use paid shortners (ive see websites doing 2, 1 points to the second and the secpnd points to the download link) and ads in website

You see popups? I can only see Adsense Banners
