best way to increase googlerank

Im new to this, but whats a better way to backlink, commenting/spamming others with your link or creating your own blog/website with your link in there?

I have not yet tried these

the only rule I obey is
do manual Genuine commenting in HIGH PR blogs

Both ways would be best, but if I had to choose one, I would say "commenting/spamming others" (because you'll get backlinks from a large variety of sources).

continue adding backlinks for your website by doing some profile backlinks, social bookmarking, blog commenting and many more.
