To start off with, Hide My IP software will do what it says

As will most of the free proxy services out there but most limit you to a few per day / per week!

For browsing purposes use VPN. Some free ones are hotspotshield and cyberghost.

For email creation use proxies and clear your cookies everytime. Although with google lately it seems kinda useless as it sees through everything.

Different Pcs..I don 't know if it helps with privacy issues if the're running on the same internet connection. Nontheless it's good a strategy for speeding up work.

For website creation it depends on what your doing. If you're doing white hat, go with a reseller account so that you can host all of them in the same place. If you're doing adsense , spread them out on different aliases and different adsense accounts. And last but not least, if you want to interlink your sites you should go with different registration info, different class C ips, don't use google services ( example analytics, adsense) on more than one site. Basically CHANGE EVERYTHING :p

What about Foxy Proxy?

Is this good to use for things such as having multiple Web 2.0 accounts (e.g link wheels); Yahoo Answer accounts etc?

I've got it installed, but the problem is finding proxy details (IP + Port) that works, as a lot of the time when I add one and try using it to surf to a website, it'll give me errors such as DNS related.

To hide each persona I want to get a netbook, and use different wireless usb network adapters at public places (Starbucks) to build my farm sites.

Will each new account created with reseller hosting have a different c class?

I would be using adsense.

I get different registration info, class ip's, and not using analytics, but can't I use adsense on several sites as long as they are not linked to be the same network of farm blogs?

I prefer VPN over proxy. VPN also offer the ability to switch between IPs.

Eh? You can change with proxies quite easily too

If you are going with free options then pick something well known, never trust a proxy you dont know or is not well regarded.

Should the hosting be kept separate for white hat and black hat sites ?

and each should be logged in with different IP and not mixed ??? to avoid any chances of suspiscion ?

Whoa what? Different ADSENSE accounts? Is there an easy way of setting that up and making sure you get paid? Last I checked, they require a SSN to pay you. And setting up EIDs sounds like a bit of a hassle.

EIN's are not a hassle. Get if off the IRS website, will take you 3 minutes.
