You can't make a payment of 0.01 with PP.

The best way to get quick feedback is to buy some $1 products with free shipping from China. Most sellers will leave a positive feedback as soon as you make the payment.

Try digital wallpapers, guides or eBooks (without CD). These usually cost less than $1 each, and you can get lots of feedback without spending much.
 
Use palringo ebay feedback exchange groups! When I was on ebay I made more than 10 FB a day!

Go to the information products section and sort the products by buy-it-now then cheapest including P&P and you can buy many info products for as little as pennies.

FB's as a buyer are worth nothing. Selling item for cents is considered FB manipulation and may lead to account problems, especially when the account is fresh.

Proper procedure to gain FB for high ticket items as a seller without having to pay FVF's is a well kept secret.

You want them "cheap". Go for it and "cheap" is what you will get. Don't complain when your account get's burned.

If you do not know how and don't want to spend the dough on it just get some $ 10 items from a local store on closeout or shelve pull's or similar and sell them for breakeven.

This is so true you never want to buy feedback it doesn't do really anything for you accept get your total feedback count up.

If you do decide to buy feedback it needs to be over 1.00 or more. Even if your buying your feedback this will not benefit you at all in ebay's eyes as a seller.

Selling and buying items for pennies will get you an MC999 at some point that you will have to deal with.

I dont recommend doing it unless your skilled enough to get past the MC999.
 
Search for receipts. Those listings for a cent with free local pickup etc. Most the people don't care if you even pay for the item, just exchange feedback. Thought this was pretty well known
 
I read a post several years ago about putting auctions up for food recipies for .01 each. People will buy them and then you can earn feedback. I think penny auctions are the best way to go.
