My vote goes to Facebook Business Ads for generating legit and quality likes from Worldwide or targeted countries.

If you want real likes to your FB page, post content that's PROVEN to be popular with your target audience.

Use clickbaity titles that appeal to FEAR

Your current fans would share it and you would get more page likes

It takes time to do this but it's the most legit way to go forward
