If you have a modem with dynamic IP. Here is the batch file script to change IP. What you have to do is create a file with below settings and save it with extension as .dat and double click.Thats it.
There shouldn't be spaces in modem_connection_name.

Root your android phone. My cable internet is CC (static) but my VZ phone is dynamic and all I do is turn off / on wi-fi and it switches IP address. You can use wifi hotspot or tetherbot, or I hear the new OS already gives root access. I haven't looked into that since mine works great rooted.
I only do that for signing up tier 1 web 2.0 Everything else I use private proxies from one of the providers here.

I've been using hma vpn for a little over a year. Recently though, @$$holes are getting their vpn's banned on google. I have to turn off hma if I want to even do a google search sometimes. :damnit1:
Otherwise, I love it. I think its like $11 a month or $79 a year.

The best way is to use virtual proxies available for free or at some minor cost. I use free proxies provided by Proxyrental

Change the MAC address of your computer or use MAC Address Cloning in the Router setup to change its MAC. Power cycle your comcast modem, it will think a different machine is connected and give you a new IP

In generally you have two ip address one in internal ip address that is on your network and domain. another and another one is external ip address which is what you use to connect internet.
Now most internal addresses are either static or automatically assigned by dynamic. External addresses are usually assigned by the ISP, external addresses can be either Static or Dynamic depending on your service. Cable/Dedicated line providers are 99% static unless otherwise specified (it will never change short of you requesting it), while dialup/DSL are dynamic (unless otherwise specified).
On the internal network side of the router your IP address will only change if it is hard-wired with an Ethernet wire then you physically have to move the connector from 1 port to another as they are a fixed IP address (can be changed from within the router's set-up though).
