Depends on what Search Engine you are rtying to rank on. Recently there has been a Big G update, and now they only want to see Quality links, and no more quantity. So go for the more powerful less links.

Quality links will always trump quantity. It really doesn't take much more time to get good links.

bulk links with the correct anchor text that are mostly ******** is my preferred strategy until it gets momentum.

Do both. I normally focus on building high PR relevant links to my money site and blast the living crap out of my hubs and squidoo lenses.

Lower risk, good reward.

the higher the PR and the relavency the better the results - quality is better than quantity

I do believe in Slow link building, Slow link building along with High PR Links will get you huge benefit than fast link building on low PR Sites..!!

That's why I don't focus much on reciprocal link building. Even, I believe that it's not much effective compare to other link building tactics.

I'm not going to go into details because am on my iPhone. As far as ranking a site on Google is concern, you need good anchor diversity, quality links related and unrelated as well as 100% unique articles.
