I'll generally do the following(kind of a mixture of methods):
Direct fire some low quality web2.0s at them
Run them through URL shorteners and fire some low quality web2.0s to them
Use the shortened URL to spam them with GSA
Send them directly and via shortened URL some social signals.
Fire a round of cheapy PBNs at them directly

Try to make the links indexed, sure it will help you with the money site.

Try to index on Google using tool or manual. And then, start building extra backlinks (Blog Commenting, GSA).

- What is the quality of your Web 2.0 properties? Not all Web 2.0 are equal. Which software did you use to create Web 2.0? From the software (RankerX) I've been personally using, I only select about 30 to 40 properties that meet my critera (I manually check each of the sites, the number of search result, percentage if links being indexed, ...). You should have a spreadsheet to store the those stats.

In order to boost your Web 2.0 you need to selectively choose the good ones first. Take your time carefully inspect the platforms. Then you need to repost to your Web 2.0 properties. Also you need to get them indexed. Then blast your Web 2.0 targets with lots of platform links. You can purchase the platform targets from loopline and add them your preferred link building tool.
