I created this app 6 months ago and it has only been downloaded 3,000 times. I am looking for the best way to bump this and also bump the keyword rankings. Willing to pay

Here is my app: Search "Drunk Locker" on Google Play Store
It prevents drunk messages and social media

Put an add on any other apps you have. Create a post on reddit, they are usually quite responsive.

You can use facebook ad for apps downloading . its really effective.

I am working on an app as well. Does it make sense to set up any affiliate programm in oder to sell it ?

Strap brochures to the stomachs of hot Hooter girls and send them out into the streets?

That should get you a few thousand downloads at least
