Best VPS for mailserver for sending 100k COLD emails a month?

What do people recommend for sending 100'000 cold emails a month? This is a news mailout, not promotional. BUT it's non opt-in. Send only to business emails though.

We tend to send 1 email every month, on that day, to 100'000 people. Otherwise no emails are sent the rest of the time.

I'm looking to set-up our own VPS for the mailserver, any recommendations on the VPS company that's least likely to block us? This isn't spam we're sending, it's non-promotional, but IS cold.

Issue is, most of the EMS providers don't allow cold email Unless you now one that does?
