Don't know where this should actually go forum wise. Looked at the list and this seemed the best but feel free to chastise me if I'm wrong.

What are the best VPN's out there? Are they all more or less the same? What VPN provides the best value based on the price?

Nah, they aren't the same. Some are fast, others are slow

Some deletes logs, others don't!

They're all more or less the same. I have had some good experience with nordvpn and cyberghost, while have some bad experience with privatetunnel. The experiences are based on speed and latency.

how about the VPNs for a one time 5 dollar fee on stack social? Am I wishing too much for those to be good?

Usually, as it was mentioned above, you need to check speed and latency before buying a VPN product.
 
Would a vpn be ok for managing 5 IG accounts? I dont want to use home wifi because other people use it for their own accounts
 
i used many vpn's in the past... most vpn will be good depending what you are using it for. i personally like NordVPN
