Proxy or VPN... doesn't matter which one you get. The most important issue is, whether the IP is shared or private or dedicated.

......and if unplugging your modem doesn't change your IP you can always change it by going into your OS. There are tutorials on Youtube that will show you how to do it. I remember seeing one for Windows XP that many people commented as being a very good tutorial.
