Looking for the cheapest VM that has a GPU, anyone know of any?

I think azure is the only one who offering cheap GPU. What exactly do you want why you want a vps with GPU? Are you going to mine altcoins? if this is your purpose most of the VPS provider suspending account or blocking you for mining any coins if they detect suspicious running in one of your instance they automatically block or suspend the account base on my experience.
