Which is the best video creating software? Both free or paid. If paid, how much it costs?

Nero Video - One time payment of $49.99.
 
Camtasia Studio works great for me.
 
I don't about best but I find Sony Vegas Pro and Adobe After Effects pretty good.
 
Sony and Adobe are probably the best, it really depends on your personal preference, but they are definitely on top of their game with the video editing software. You can get free trials, but they are ones you have to pay for. It also depends on how intensive of editing you are going to do. There are free editors that you can just tie things together with like lightworks, filmora, imovie. Try a few of them out and find what you like best. Good luck to you.
 
Most of video editors with timeline feature are good such as camtesia and sony vegas both good.
 
Yep, Adobe Premier Pro or Final Cut on Apple
