OK - you didn't say they have to be links that are easy to get.
So I'd say:
Contextual keyword text links from theme-relevant authority websites.
That sounds like a lot of gobbly-gook but what I mean are text links using your chosen keywords that can be found in the main body text of a website (like in a blog article), and that are from a website that is somehow relevant to the subject of your own site; and also from a website with a lot of authority in Google (i.e.: high rankings, high PR, regarded as an important website).
So I'd say:
