Max of 20 users per page, it's really useful without paying.

Back then I would use imacros and manageflitter to unfollow/follow. Tweepi is alright too, it just got annoying back then to keep clicking the next page

Try with these tools, Hope it would be helpful for you..
refollow- For Unfollowing and following.
commun.it - automatically analyse and shares whom to unfollow.
topsy- for finding topic wise influencers
