Best Twitter Follow app with scrape list...

Hello, I have a scraped a list of 140K twitter users i want to follow on twitter and want to know what the best programme/software/bot is available i could use to follow these users.

In the past i've used imacros etc to follow randomly but now i have a specific list of users i want to follow, i am little stuck on what to do.

Does Manageflitter let you upload document with twitter I.D's to follow? As i have a scraped a list of users already
