Ontolo prospecting has some decent tools for back link analysis and competitor audits. This will curate a list of prospective sites to target for link building based on the criteria you input. It's a decent white hat tool to find niche blogs, forum posts, etc. that are relevant and that your competitors are using.

You need to have an SEO process plan. What do you want to do in detail? Then start thinking about how to do it (Tools etc...).
