Use mobile emulators like bluestacks, install IG app on them

Bluestacks has quite a few problems. Maybe try Gramblr.
Though these are not efficient at all if you managed 20+ accounts you want to upload to.
I'd go with Mass Planner's post/repost extra module
It's worth noting that any desktop upload is against Insta Tos, which could land you bans.

Hootsuite one of the best tool.
