Trying to do this manually at the moment it is a depressing experience.

What is the best tool to find EMD's easily with good local monthly searches and CPC?

Goddady has one of the best tools for finding local emd's. You can also look up kw's in google kw tool and then bulk check them in godaddy.

That is what I am doing but it seems labourous and time consuming. There has to be a better way.

What about trying Market Samurai. It can do that and all the keyword research needed to get the ideas for the EMD's Maybe get the trial version first and give it a go.

Market Samurai is the best I think. The best feature is that you get a 30-day tour, so you will have a crystal-clear idea about it. Try it; it is really worth trying.
