Even a manual effort of wiki,, blog comments, etc.. SPAM on larger scale can get your website penalized. It's not about the tool, it's the strategy. If you don't have any solid strategy then do not touch any automation tool.

Avoid using automated tools for tier 1, they are better for lowered tiered link building or ranking parasites
Yep! Going to slowly build up the links, about 30 a day to avoid getting penalized.

You mentioned GSA, and you're right to be cautious. GSA Search Engine Ranker is known for creating backlinks almost indiscriminately.

Is gsa a good tool for backlinks?

I wouldn’t use them directly on money sites. Maybe RankerX for some branded links with unique articles but I’d have to setup the campaign for only the premium sites
