I would advice you to stay away from any content generating tools. They will provide shitty, barely readable content that will easily make your PBN an easy target on a manual review. If you get a manual review and you have links from a PBN with the same type of content, you can say byebye to the PBN and your website.
If you have the budget, hire a full time writer, nothing will give you better results.
If you really need to stretch your budget, mix the content, get some articles with generated content and others with legitimately written content.

simple suggestion: just write quality content for your web 2.0 and get ranked on Google.

But dont forget to use keywords in your web 2.0 plan... not only main keywords as well as LSI keywords

wordAI is the closest that would come to generating human readable content but again it too has its own limitations.

Yes, it is better if you stay away from these content generating tools and just do your own content.

Are you looking for AGC (Auto Generated Content)?
Hard to fully readable because however it's done by an engine. Pick some words from here and there including the content. You can't earn from Adsense for sure, just the matter of time then you'll get rid away from the google. But you can earn from domain parking.

Tier 1 links are the links that point to your money site. In other words: the links you build (or other people build) to your own web pages. Tier 2 links are the links that point to your Tier 1 links. Simple, right?

Your PBN is an investment. Why would you go to the trouble of scraping / buying aged domains, carefully buildiing it to cover your tracks, then put some computer spun garbage on it?
Outsource content to a human if you want it to be human readable. You can always spend 10 minutes afterwards cleaning up the grammar if you're doing it on the cheap.

The best tools for creating quality content is; keyboard, mouse, computer and brain. What you do is boot up the computer with the keyboard and mouse attached. *Bonus points if you have a laptop* Then you open a word processing software using the mouse, it's usually a double click on the icon, some testing might be needed. Then use your brain to think of something to write. When your brain starts working - going from the question, this step might take a few minutes - you can start using the keyword to type your article.

There are some programs that gather a lot of snippets and phrases and combine them to create something that might be readable but probably not very good for tier 1 honestly, kontent kaboom or seo content machine tier1 module, can be good to achieve that, about word AI, really is just a fraud, you can spin articles that are readable but not unique at all or the opposite, so if you can do something with that output, it would be nice but it will require some work.

The best tool for human readable content is to hire competent writers that don't write you crap. At least that way, you know your content is readable and isn't some spun garbage that no one can understand. You lower the value of your website when you use programs to generate content
