I think that depends from region to region and also on the age group. You can make some analysis on your competitor's page and check on when they are posting and engaging with the audience. I think it may be best to post before work and after work.

March-October; 11am-3pm, Why? Because it's too hot to go out generally and people are more on their phone in this period of time

October-march; 5pm-10pm.

It all depends on whats the age group, you are targeting. If its a standard Male, working class person, keep it between 7-9 AM

Everyone will give you different time, i have managing an indian facebook page so i can give you best time. Post between 7-10 in evening. You will get more engagements then any other time.

Large popularity of Indian people are online after 7pm local Indian so it's better to post after 7pm.
