I'm not really an expert on this, but I think you can do this in a few different ways- You could manually, or use various applications, to follow lots of people, with hopes that they will follow you back. If they don't follow back, you automatically un-follow them and move on or try again later. You can also set up automated welcome messages or direct messages.

I don't know the niche.
Who are the people? Men / women / college students / highschool / workers who have access to their phones whilst working (office) / manual workers who only can use phones on breaks etc etc
It's up to *you* to know your niche, then TEST TEST TEST and see what works best.

In suggestion of best time to follower will depend on the people you trying to follow, what they are about ie interests you like about their page and what country they based in.. I find late evening the best time to follow or sometimes lunch time
