Have some good quality content at least 10-20 articles.

And add important pages like about us, contact us, privacy policy, and TOS pages.

Does it make a difference if i allready have one approved site on adsense? My another site was approved months ago. Now my second application was also approved for 2 weeks old domain and has 5 pages and self made tool on front page.
