best tier 2 links?

So Im looking for the best tier 2 links to build to web 2.0 properties. I noticed I did a small scrapebox blast to a squidoo property and it got de-indexed. Would social book marks be a better alternative?

I am also interested in this.

I created a number of web 2.0s and have done forum profiles / blog comments to them and this doesn't seem to have had much effect.
