Best Tier 2 links web 2.0s

What are the best links to hit tier 1 web 2.0s with? I have been experimenting with GSA Blasts and majestic shows some higher citation flow but no TF, also no PA on moz after blasts. Any advice on tier 2 links, I want to make the juciest web 2.0s around.

Should I combine the GSA links and PBN or separte them on each web 2.0 also do you use contextual GSA links or just blast them.

I would keep tier 2 clean of blasts with gsa.
Get some cheap PBNs. Otherwise build other contextual links that you can get as tier 2.

Buy some cheap PBN links from the marketplace for that.

I suggest contextual and you can build both when pointing them to your web 2.0s

Tier 2: diversity + pbn links. Like you do for your money site.

It's just that quality of the tier 2 links is worse.

Buy those 5 $1 pbns + controlled GSA

Will cost around 10 per web2.0 but is well worth it.(total setup)
