Best things to do when launching a new website?

For a long time I've always just had one site i've SEO'ed and such, I've built this site in 2012 so it's been a while and I didn't do any SEO back then just built links by odd methods/spamming it to my friends etc.

I just launched a new website (tv episode streaming website) what's the best things to do early for a new website? I heard it's bad to drop PBN links and stuff early on, so what would the top 5 or 10 things be right off the bat? I back linked from my own other website, submitted to google / submitted sitemap, made a facebook account dropped few links there and made a page for the site as well as dropped a link to it on my twitter, any other suggestions? And how long should I wait before building PBN's for this site?

Make sure it's fast loading on older (all) computers and good content, so many people make buzzfeed type sites and paste so many adverts they don't load up.
