Best theme or script for local listing directory

I want to build a local listing directory for a certain niche in the UK

I am looking for it to be a valid citation source

Which theme or script would be good for a local listing/directory site.

It would need to support customer reviews preferably so people can review the business' listed but if it is really good can custom build this in

Also interested in this as well. I think there are a few similar themes on theme forest. Personally I would prefer to use WP than static HTML though.....
