Best T1 Strategy

As far as T1 goes, I'm sure high PR stuff is still some of the best. But, is it good to have Web 2.0's with relative content linking to your money site even if they have no PR at all? Also, is T2 a good level to send social signals and low PR links to those Web 2.0's? Or is it better to send the signals to your money site and send links to your W2.0's? One last thing. How high of quality links is required to link to T1 sites? Should you save the spam links for T3 links into T2? Some of these may seem like rhetorical questions, but I'm more or less reassuring myself on the answers lol.
 
A good answer would be maybe to analyse your money keywords and what ranks for those. At times with some keywords there is not a big need to push and web 2.0 work. Some sectors are more competitive and high PR's are necessary.
 
The problem with my competition is that half the pages on page one are very high pr sites that I would not be able to surpass without spending a crap ton of money. Basically, I'm competing for the second half of page one lol

Yes, relevant web 2.0s are okay even without PageRank. The social signals should be sent to your money site and the links to the web 2.0s. Save the most spammy links for tier 3.
