What is the best strategy is working for ad break right now? I tried to monetize a couple of pages by uploading my own content still I've been rejected. Is there any solution to it?

Yes.
If they will not be rejected, that Facebook give it a 'trait' of low quality and your ads will be very expensive

try to stick to uploading better quality rather than low quality
as this can effect your adds
