Best sources to target F/U?

Depending on what bot you use you can target the account's followers and have filters so it only follows users that meet your pre-defined criteria. Here is an example from one of my accounts.

What does it mean when it's like that.. right now I'm under 3k followers but just the other night I had 2 post go "viral"...not really viral... But my account normally has about 5-15% we're not following you... But now I got 70-80% "were not following you"... This obviously means my likes/comments we're about 3x -4x more than usual. Also you need to change how you find your target audience... It's too old school. If you help me out... Explain wtf going on with this post... And why it's happening even though they didn't get in explore...

I can probably help you change how you find hyper targeted users... I have a few ways... Some are obvious but for some reason I can't find anyone using this other method...
