if you're looking for full featured yet not too overcomplicated, then sony vegas is my pick as well.

Do these require specific hardware - other than the obvious?

What's the best to use with a green screen?

Vegas 8 will work on a fairly decent PC. WOuld also recommend you get yourself a shuttle pro if you're serious about video editing.

Another vote here for Sony Vegas 8. Found some good tutorials for it on torrent sites. Without the tutorials you may have trouble (like me) if you don't have any experience with video editing.

I had no experience with Vegas 7.0 and made yesterday my first video with it, works good, was easy and has lot of stuff.

Vegas is great, Camtasia Studio is good for a lot of web-based video too.

I know this is getting boring but after trying out all the major progs I stayed with Sony Vegas.

If you want to find out what proggies are good for anything related to video, vide*ohe*lp.com is a good source.
